Chuong (Ryan) Pham

Ryan has over 22 years of city experience with the cities of Sacramento and Stockton. Ryan has a Master’s in Organization Development and a Bachelor’s in Business Administration. He is a graduate of the Sacramento City Management Institute - Class of 2006. He is also a member of the International City/County Managers Association, CSMFO, and West Coast Innovation Network. Ryan held several positions in multiple departments, including Public Works, General Services, Community Development, Administrative Services, and Utilities. Prior to his current position as the Business Services Manager with the Department of Utilities, Ryan serves as a Management Analyst, IT Supervisor, Support Services Manager, Revenue Officer, and Billing Services Manager. In his current capacity, Ryan is responsible for the Fiscal Operations, Logistics, Long Range Financial Planning, Account Management (Utility Billing), and Customer Service.
